These Regulations require the closure of holiday caravan sites, camping sites, amusement arcades and indoor play centres to protect against the risks to public health arising from coronavirus. Closures last until a direction is given by the Welsh Ministers allowing them to re-open. The Welsh Ministers are required to keep the need for the restrictions imposed by the Regulations under review every 28 days. The Regulations also imposes a duty, for the same purpose, on local authorities, National Park authorities, National Resources Wales and the National Trust to close certain public footpaths and land. The Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to these Regulations. As a result, a regulatory impact assessment has not been prepared as to the likely cost and benefit of complying with these Regulations.
