These Regulations make provision for parts of the Insolvency Act 1986 to apply to registered societies and charitable incorporated organisations which are in housing administration. Regulation 2 and Schedule 1 apply provisions of Schedule B1 to the Insolvency Act 1986, with modifications, to registered societies in housing administration, which mirror the provisions set out at Schedule 5 to the Housing and Planning Act 2016 in respect of companies. Regulation 3 and Schedule 2 amend the Charitable Incorporated Organisations (Insolvency and Dissolution) Regulations 2012. Schedule 2 applies provisions of Schedule B1 to the Insolvency Act 1986, with modifications, to charitable incorporated organisations in housing administration. Regulation 4 makes amendments to the Land Registration Rules 2003 requiring the registrar to make an entry against the registered title of a registered estate or registered charge where the registered provider of that estate or charge is a registered provider which is the subject of a housing administration order. Such entry must be made on the application of the housing administrator. An impact assessment has not been produced for this instrument.

That is a perfectly legitimate question. Of course, the regulations are partly about making sure that the regulator has the capacity and the legal powers to deal with the whole sector.
