This Order amends the Sheep and Goats (Records, Identification and Movement) (England) Order 2009 (S.I. 2009/3219) which implements Council Regulation (EC) No 21/2004 establishing a system for the identification and registration of ovine and caprine animals and amending Regulation (EC) No 1782/2003 and Directives 92/102/EEC and 64/432/EEC (OJ No L 5, 9.1.2004. p.8). Article 2(2) of this Order requires persons who (a) become keepers of sheep and/or goats after the commencement of this Order and (b) are already keepers of sheep and/or goats upon the commencement of this Order, to notify the Secretary of State (if they have not already done so). Article 2(3) of this Order provides for reviews of the Order at five-yearly intervals following the first review within five years of 6th April 2014 and requires the Secretary of State to have regard to the way in which the Council Regulation is implemented in other Member States when undertaking reviews of the Order. No impact assessment has been produced for this Order as no, or no significant, impact on the private, voluntary or public sectors is foreseen.
