Explanatory note

This Order, made under the United Nations Act 1946, applies to each of the territories specified in Schedule 1. The instrument gives effect in part to Resolution 1591 (2005) adopted by the Security Council of the United Nations on 29th March 2005. UNSCR 1591 (2005) amongst other things imposes financial sanctions against persons designated by the Sanctions Committee as impeding the peace process, as constituting a threat to stability in Darfur and the region, as committing violations of international humanitarian or human rights law or other atrocities, as violating the arms embargo or as being responsible for certain prohibited military flights.
