These Regulations, which extend to the United Kingdom, transpose Article 3.5 of Directive 2003/30/EC of the European Parliament and of the Council of 8th May 2003 on the promotion of the use of biofuels or other renewable fuels for transport. Regulation 3 provides that the notice “Not suitable for all vehicles: consult vehicle manufacturer before use” should be prominently displayed on any fuel pumps for dispensing by retail to an ultimate consumer a biofuel or a fuel blend containing more than 5% of biofuel by volume. Regulation 4 and the Schedule provide a mechanism through which the labelling requirements can be enforced by weights and measures authorities. A Transposition Note in respect of the Directive has been laid before each House of Parliament. A full Regulatory Impact Assessment of the effect that this instrument will have on the costs to business is available from the Cleaner Fuels and Vehicles Division, Department for Transport, Great Minster House, 76 Marsham Street, London SW1P 4DR (telephone: 020 7944 4378). I have today published the draft statutory instrument the Motor Fuel (Composition and Content) and the Biofuel (Labelling) (Amendment) (No.2) Regulations 2021 and accompanying explanatory memorandum. These regulations amend the Motor Fuel (Composition and Content) Regulations 1999 to require the introduction of E10 petrol (petrol with up to 10% ethanol) at filling stations in Great Britain. Current petrol in the UK contains up to 5% ethanol (referred to as E5). Switching to E10 can reduce the CO 2 emissions from a petrol vehicle by around 2%. This, combined with an increase to overall…
