These Regulations, which extend to the United Kingdom, transpose Article 3.5 of Directive 2003/30/EC of the European Parliament and of the Council of 8th May 2003 on the promotion of the use of biofuels or other renewable fuels for transport. Regulation 3 provides that the notice “Not suitable for all vehicles: consult vehicle manufacturer before use” should be prominently displayed on any fuel pumps for dispensing by retail to an ultimate consumer a biofuel or a fuel blend containing more than 5% of biofuel by volume. Regulation 4 and the Schedule provide a mechanism through which the labelling requirements can be enforced by weights and measures authorities. A Transposition Note in respect of the Directive has been laid before each House of Parliament.
