These Regulations prescribe the procedure to be followed in relation to proceedings before parking adjudicators appointed under section 73 of the Road Traffic Act 1991 as modified and applied to the permitted parking areas and the special parking areas designated outside London under the Orders made under Schedule 3 to the Road Traffic Act 1991 and specified in the Schedule to the Regulations. The procedures relate to— a appeals under section 72 of the 1991 Act, b appeals under paragraph 5 of Schedule 6 to the 1991 Act, and c references under paragraph 8(7) of Schedule 6 to the 1991 Act.
