These Regulations, which extend to Scotland only, implement Commission Directive 2004/47/EC amending Directive 95/45/EC as regards mixed carotenes (E160 a (i)) and beta carotene (E160 a (ii)) (O.J. No. L 113, 20.4.04, p.24). They do so by amending the Colours in Food Regulations 1995. The Regulations– a provide amended purity criteria for mixed carotenes E160 a (i) and beta carotene E160 a (ii) (regulation 2(2)); b provide that the new purity criteria will not apply to products which were put on the market or labelled before 1st April 2005 and which otherwise comply with the Colours in Food Regulations 1995 (regulation 2(3)). No Regulatory Impact Assessment has been prepared to accompany these Regulations, as they will not impose any costs on business.

What Parliament said about it
Hansard was searched for this instrument by name and returned nothing. That is the ordinary outcome: an instrument laid under the negative procedure is usually never debated, and becomes law without a word said about it in either House.
How Parliament handled it
Parliament's Statutory Instruments service records procedure from May 2017 onwards, and this instrument predates it. That is a limit of the source, not a statement that nothing happened.
