This Order repeals and re-enacts with amendments the Agricultural Returns Act (Northern Ireland) 1939 (as amended). It provides for the collection of agricultural statistics by or on behalf of the Department of Agriculture and Rural Development. It also imposes restrictions on the disclosure of information obtained under the Order.

How Parliament handled it

Parliament's Statutory Instruments service records procedure from May 2017 onwards, and this instrument predates it. That is a limit of the source, not a statement that nothing happened.
